Tootsie is a 1982 film starring Dustin Hoffman. The Tanners watch the movie on HBO using a free trial, which the cable provider forgot to disconnect. ALF retorts that his attempt to unscramble the signal to contact Air Force One was analagous to the Tanners watching Tootsie without paying for HBO.
